How can we standardize community management and strengthen community governance during the COVID-19 pandemic? How can we ensure agricultural development during the pandemic? How can we strengthen monitoring the risk of the pandemic to industrial poverty alleviation? How can small and medium-sized enterprises (SMEs) cope with the impact of the pandemic?

In the face of the pandemic, the scientific researchers of the School of Business Administration follow the latest decisions and arrangements of the CPC Central Committee, actively carry out timely, forward-looking and in-depth research on new phenomena and problems that occurred in enterprise development, agricultural production, business management, social governance and tourism development during the pandemic, put forward constructive opinions and suggestions, contribute business wisdom, and make prescriptions of the SBA for tackling the pandemic.

Professor Qian Xuefeng: how to strengthen the comprehensive control of the pandemic?

As a member of the 8th Decision-making Advisory Committee of Wuhan Municipal Government, member of the 9th Committee of Hubei Federation of Social Sciences, dean and doctoral supervisor of the School of Business Administration, Professor Qian Xuefeng actively offered suggestions to Wuhan Anti-epidemic Headquarters. He put forward a lot of specific suggestions, including the integration of network rescue information platform, the implementation of compulsory closed-off management in communities, the refinement of enterprise support policies and work resumption plans, the introduction of rules on rewards and punishments for grassroots cadres fighting the pandemic, reconstruction of community governance system, improvement of community governance capacity, mobilization of Party members and volunteers to enrich community work force, and adjustment of the thoughts on public opinion supervision. Some of the suggestions have been taken seriously and adopted by the municipal government.

Professor Zheng Jiaxi: how to strengthen the risk monitoring on the impact of pandemic on industrial poverty alleviation? 

The year 2020 is the year to realize the goal of building a moderately prosperous society in all respects, and the year of winning the tough battle of poverty alleviation in an all-round way. Affected by the pandemic, some poverty alleviation projects resumed work late and the progress was slow this spring. Some areas faced difficulties in selling agricultural products, leading to overstocked products such as meat, eggs and milk. Some farmers could not receive enough feed or get other supplies. Industrial poverty alleviation is one of the important ways to get rid of poverty. The unstable industry means a weak foundation. The Suggestions on Industrial Poverty Alleviation in 2020 issued by the Ministry of Agriculture and Rural Affairs and Poverty Relief Office of the State Council propose to strengthen the risk monitoring and improve the risk early-warning mechanism for industrial poverty alleviation. In 2020, the No. 1 document from the national central government also stressed the need to improve the monitoring and early-warning mechanism for poverty alleviation.

In this case, Professor Zheng Jiaxi, deputy dean and doctoral supervisor of the School of Business Administration, proposed that it is necessary to establish a monitoring, early-warning and dynamic assistance mechanism to prevent the return to poverty, strengthen the risk monitoring of the impact of the pandemic on industrial poverty alleviation, scientifically analyze the impact of the pandemic on poverty alleviation industries, track and monitor the resumption of work of poverty alleviation projects, track the registered poor households, strive the eliminate the impact of the pandemic, support poor households to resume production as soon as possible, prevent the return to poverty due to the pandemic, realize stable poverty alleviation, and provide strong support for winning the battle of poverty alleviation and consolidating the achievements of poverty alleviation.

Professor Wu Haitao: how to promote spring farming during the pandemic?

The pandemic period is also the critical period for preparing for spring farming around the country. In Hubei Province, the epicenter of the pandemic, early March is the spring crop production period. In unusual times, only by innovating the ways and methods of spring farming can we promote spring farming in an orderly manner while keeping the epidemic under control, continue to stabilize the agricultural base and give full play to the role of agriculture, rural areas and rural residents as cornerstone and stabilizer. For this purpose, he put forward the strategies of implementing efficient operation of the field grid, promoting online full service with agricultural technology and opening the green channel for agricultural products supply to cope with agricultural production during the pandemic.

Professor Wang Haisu: how do SMEs face the problems during the pandemic?

Professor Wang Haisu, doctoral supervisor of the School of Business Administration and director of Centre for Corporation Value Research, was in Wuhan during the pandemic. Before Wuhan was locked down, he and postgraduates had visited 13 small and medium-sized enterprises in Wuhan. When discussing the solutions for SMEs during the pandemic, Professor Wang, as a scholar who was born in Wuhan and grew up in Wuhan, wrote out the actual situation found out during the survey conducted with his students and put forward possible suggestions for the reference of relevant departments and experts.

They interviewed enterprises in five industries, including machinery manufacturing, food processing, health care, cultural industry and consulting industry, and summarized the main problems of these enterprises before the lockdown of Wuhan: the market demand continued to decline, the prices of some key production factors rose, the market order had not been substantially optimized, the upper-level policy design did not follow the underlying logic, and the owners of SMEs did not have optimistic expectations. Therefore, he proposed that the national government should consider the actual situation of epidemic control and, on the basis of differential treatment, and develop the following policies or policy expectations as soon as possible: the government at all levels should strictly implement the policy of tight financial expenditure, the policy for fulfilling the invisible social responsibility of SMEs, the policy for collection or debt-to-equity swap of the accounts payable by powerful companies and the policy for flexible social security of flexible employees.

Professor Deng Aimin: how can the cultural and tourism industry cope with the pandemic?

The COVID-19 outbreak has become a major crisis affecting the development of our cultural and tourism industry. For the cultural and tourism industry, it is the biggest problem how to cope with the crisis and how to seize the opportunity in the crisis? Professor Deng Aimin, director of the Department of Tourism Administration and secretary of the Party branch of the School of Business Administration, put forward his own ideas. He proposed suggestions and plans from eight aspects, i.e. strategic adjustment and decision-making, full utilization of supportive policies, staff training, publicity and promotion, maintenance of corporate cash flow, establishment of crisis management mechanism, timely merger and reorganization, innovation and development.

While adhering to the principle of never stopping teaching and learning in spite of class suspension, the faculty of the School of Business Administration also did not stop scientific research, giving full play to their research strength and leading role. The School further pooled the strength of scientific researchers who continue scientific research while staying at home, made prescriptions for fighting the pandemic and gathered positive energy for epidemic prevention and control.
